A fly-tipper has been found guilty of illegally dumping waste in the latest successful prosecution brought by Hertsmere Borough Council.

Wembley man Florin Morar was found guilty of seven offences related to fly-tipping, including duty of care for the disposal of controlled waste and for being an unlicensed waste carrier at St Albans Magistrates' Court on Thursday, October 10.

He had left waste in Holmshill Lane, Borehamwood, on February 7 of this year and evidence collected from the scene led council officers to an address.

The case was investigated by Hertsmere's Environmental Health team and prosecuted at court by a prosecutor from the council's legal team. 

Morar, 40, of Harrow Road, Wembley, was ordered to pay £1,600 to the council in costs, £950 in compensation to Hertfordshire County Council, £114 victim surcharge, and a community order of 200 hours of unpaid work.

Councillor Paul Richards, portfolio holder for environmental sustainability and Net Zero and public health, said: “I am really pleased with the outcome of this court hearing. My thanks go to the Environmental Health team for their excellent work and our legal team for bringing a successful prosecution.

“This case, in addition to previous successful convictions, sends a clear message that it is wholly unacceptable to knowingly harm the environment with no consideration for the impact on the wider community.

"Fly-tipping wastes our limited public resources, blights our countryside and urban public spaces and, in some cases, the clearance costs and inconvenience to private landowners.

“This behaviour diverts valuable resources from the delivery of frontline services at a time when council services are under ever increasing pressure from a growing population, more customers, more waste and challenges recruiting staff. 

“With so many great recycling centres and household tips around there is no excuse for it."


Hertsmere Borough Council is an active member of Hertfordshire Fly Tipping Group, a multi-agency taskforce set up to tackle fly-tipping.
